For example, in Access to the service, Illinois reaches 7.9 / 10 points in Access to services (Used purple horizontal line bar to indicate it). Its position is 21 / 51 regions in the United States (Used darker circle to indicate the position). Compared across all OECD regions, the region is in the top 32% in Access to services (Used horizontal bar graph which has median, bottom 20 percent, top 20 percent it very easy to identity the percentile). Likewise, they used different colors to represent the different topics.
